I would go for BAN.
They are simply too powerful, even with no Item. They both have their secondary typing replaced with a far better one and are capable of having both incredible power and (In the case of Latias) amazing bulk with recovery.
We don't really have replays to prove it or anything, but in my opinion banning Latite is as obvious as banning Mewtwo or Ylvetal.
